Japanese media said the premier had announced the cancellation of the visit on Friday when he met with Shunsuke Hasegawa, the mayor of the northern Japanese city of Nemuro City.
The mayor had quoted Noda as saying that “President Putin’s health condition is bad”.
Japanese officials were, according to AFP, informed by Russian authorities that the visit had to be cancelled because of Putin’s health problems, not specified in the report.
After a meeting on the sidelines of the APEC summit in Vladivosto on September 8, the Russian president announced that the Japanese leader would visit Moscow to with “historical†issues on the agenda.
The Asian and European economic and military heavyweights have for decades been gridlocked in a dispute over Kuril islands, known in Japan as the Northern Territories. Soviet forces took control of the islands in the final days of World War II.
“We would like to solve all outstanding problems which have historical roots,” Putin said on September 8.
